Village of Clinton
June 2, 2008
The meeting opened at 7:00 P.M.
Members present were President Mowery, Carl Habrick, Dianne Davis, Laurence Peters, Larry Sines, Joe Orban, and Todd Morgan.
Motion was made by Peters and seconded by Sines to approve the May 5, 2005 Council minutes. Motion carried unanimously.
The public hearing opened at 7:02 pm. The purpose of the hearing was to receive public comments on changing the zoning of property from agriculture to local service commercial district. The public hearing closed at 7:06 pm.
Motion was made by Orban and seconded by Davis to adopt Ordinance Number 4 of 2008. An ordinance to amend the zoning of several parcels of land from agricultural to local service commercial district. Motion carried with Sines voting no.
Motion was made by Habrick and seconded by Morgan to approve checks written for the period ending May 31, 2008. Motion carried unanimously.
Motion was made by Morgan and seconded by Orban to approve the 2007 Senior Citizen Rebates in the amount of $6,632.73. Motion carried unanimously.
Council discussed building inspection fees. More information will be available in July.
Council was updated on the wastewater treatment plant oil cleanup testing.
Council was updated on the Tate Park pedestrian bridge. Carl Habrick asked for a cost estimate to pave the gravel path from the concrete walk at the bridge to the parking lot.
Mr. Steve May, Lenawee County Drain Commissioner, introduced himself to Council and talked about drain commission activities.
Council discussed having a grand opening ceremony for the new bridge. Council was receptive and information will be available at the July meeting.
Council discussed the Tate Park grant project financing. The Village is waiting for the funds to be released by the state.
Council discussed the Tate Park Building improvements. Carl Habrick commented on the pea stone gravel leading up to the ball fields. He would like to have something done because it is hard for handicap and parents with strollers to go through.
Motion was made by Morgan and seconded by Orban to receive and file the Council information packet. Motion carried unanimously.
The Village Manager reported that the American Legion Post 176 would like to install a landscape project at the Memorial Park. Council is supportive of low maintenance improvements subject to the Village’s prior approval.
The following comments were from council. Dianne Davis encouraged people who car-pool to use our lots; the Village should recognize the Clinton Women’s Club that celebrated 150 years. Carl Habrick was approached about having some picnic tables located by the play equipment, and also had a request from the Chamber to have fire works for the July 10th Toe Tapping at the Tate.
Motion was made by Habrick and seconded by Peters to have fire works at the July 10, 2008 Toe Tapping at the Tate. Motion failed with Habrick voting in favor.
Motion was made by Habrick and seconded by Orban to go into close session to discuss legal issues with Mrs. Claudia Orr, Labor Counsel. Motion carried unanimously with a roll call vote. Close session stated at 8:16 pm.
Motion was made by Orban and seconded by Sines to go into open session. Motion carried unanimously. Open session started at 8:55 pm.
Motion was made by Habrick and seconded by Morgan to provide the Village Manager with the authority to execute the agreement if offered to Denver Brown in July 2008 as discussed during closed session. Motion carried unanimously.
Motion was made by Habrick and seconded by Orban to adjourn. Motion carried unanimously.
